Accounting Clerk

Purpose of Position

Performs a variety of general accounting duties related to financial reporting, work order (job cost accounting), payroll, accounts payable, and customer service department support. Reports to the Finance Manager. This position is classified as a full-time, non-exempt position with no supervisory responsibilities.

Essential Job Functions

Accounting processes including but not limited to: miscellaneous accounts receivable billing and monthly reconciling to general ledger. Monthly bank reconciliations to general ledger cash accounts. Applying accounting principles to tasks performed. Preparing adjusting journal entries to correct discrepancies. Preparing year-end inventory adjustment to actual count with operations department.

Work order (job cost accounting) duties including but not limited to: Review all inventory, transportation, payroll, payroll benefits, and miscellaneous charges posted to work orders for accuracy. Reconciling and closing out work orders to an asset or expense account, and invoicing customer if appropriate. Reconciling open work orders to the general ledger monthly.

Payroll duties including but not limited to: preparing office timesheets and entering into software module, reviewing crew timesheets for accuracy from the operations staff; creating checks and direct deposit ACH; preparing all employer and employee payroll charges and deductions including PERS; preparing and filing all required reporting associated with the payroll. Reconciling vacation accrual, accrued payroll, and employer and employee payroll charges and deductions to the general ledger monthly. Preparing quarterly reports and annual W-2 reporting forms. Maintaining the confidentiality of payroll records. Keeping current on state and federal payroll laws and tax rules to ensure compliance, as well as Canby Utility’s pay and benefit plans.

Accounts payable duties including but not limited to: reviewing purchase orders and receiving documents for accuracy; processing checks, wire transfers, and associated reports; reconciling to the general ledger monthly. Preparing annual 1099 tax form reports. Preparing the monthly report for The Board of Directors approval.

Customer service support duties including but not limited to: Answering, directing, and/or taking message for incoming telephone calls in a friendly, courteous, and professional manner. Collecting payments in person and over the phone. Assisting the external auditors in their review and analysis of records.

Develop and maintain a working knowledge of the accounting and customer information software system, and maintain a high level of proficiency in Microsoft Excel. Maintain a working knowledge of the utility’s policies related to accounting, as well as customer service policies and procedures.

Filing and records management in compliance with the State of Oregon records retention schedules. Demonstrate an ability to form and maintain positive and cohesive working relationship with co-workers and supervisors. Follow all safety rules and procedures for work areas. Other duties as assigned.

Job Qualification Requirements

Mandatory Requirements

High school diploma or equivalent plus a minimum of an Associate’s Degree in accounting or finance. Minimum of three years increasingly responsible experience related to the duties and responsibilities of the position. Strong MS Excel and 10-key skills, as well as proficiency in use of computer applications for word processing and specialized software. Mathematics, reading, writing, effective communication, problems solving, strong attention to detail, conflict resolution, and teamwork skills as related to job functions. Regular and reliable attendance necessary to ensure customer and department needs are met. Valid driver’s license with a satisfactory driving history.

Desirable Attributes

Prior utility experience, public sector accounting, customer service experience, and cash handling.

Physical Demands of the Position

While performing the duties of this position, the employee is frequently required to sit, stand, walk, hear, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Duties involve moving materials weighing up to 15 pounds on a regular basis and may infrequently require moving materials weighing up to 40 pounds. Manual dexterity and coordination are required at minimum 50 percent of the work period while operating equipment such as computer keyboard, 10-key machine,
motorized vehicle, and standard office equipment.

Working Conditions

Usual office working conditions. The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises.
